The PTIN, explained for Indian students

Before you can sit the Enrolled Agent examination you need a Preparer Tax Identification Number. Almost every Indian candidate applies without a U.S. Social Security Number — which is a defined, well-trodden IRS process, not an obstacle. This page walks through it line by line, with the fees, the document rules and the deadlines that actually catch people out.

Do you hold a U.S. Social Security Number?

Your route: Form W-12 with Form 8946

This is the position almost every Indian student is in, and the IRS has a defined process for it. You tick the N/A box at line 3a of Form W-12 and file Form 8946 alongside it to establish your identity and your status as a foreign person. No SSN, no ITIN and no U.S. visa is required.

  • Your passport plus one more — a national ID card, Voter ID card or Indian driving licence. At least one must carry your photograph, and neither may be expired. Use the checker below to confirm your combination works.
  • A notary legally authorised in India, or a U.S. Consul or Embassy employee, must see the unaltered originals and stamp each copy. Do not post your original passport — the IRS itself advises against it.
  • Applicants without an SSN continue to use the existing PTIN sign-in process rather than the new ID.me verification, which generally depends on having an SSN.
  • Leaving line 3a blank without ticking N/A gets the application rejected. Enter your Indian physical address at line 4, and answer lines 7 and 10 — both are printed with a warning that a blank means the form is not processed.
  • The online flow prompts you for it. Give your non-U.S. physical address — never a P.O. box — your country of citizenship, and the type, number and expiry of both documents.
  • US$18.75 by international credit, debit or ATM card, or eCheck. Switch on international online transactions with your bank first. The fee is non-refundable.
  • Online applications are generally issued immediately; a posted application takes six weeks plus international transit. Every PTIN expires on 31 December, and renewal opens each mid-October.

This is where applications fail. The October 2025 revision of Form 8946 tightened the rules: a passport alone is no longer enough, every form now needs two current government-issued documents, and you must record the number and expiry of each. If you are working from an older guide, you are working from the wrong rules.

The fee, and exactly what it buys

The 2026 fee is $18.75 — a $10 user fee kept by the IRS plus $8.75 paid to the third-party contractor that operates the system. It is non-refundable, so check your entries before you pay.

Paying online — the practical route from India

Credit, debit or ATM card, or eCheck. Enable international online transactions with your bank first, since a declined card is the most common reason an application stalls mid-way.

Paying by post

A check or money order payable to “IRS Tax Pro PTIN Fee”, with a separate instrument for each calendar year and the year marked on it. Do not staple or clip payment to the form. Arranging a U.S. dollar check from India is awkward — another reason to apply online.

What the whole credential costs

The PTIN is the smallest of the IRS-side costs. Plan for the examination too — $317 per part, three parts — and the enrollment application at $140.

If you hold a U.S. Social Security Number you must enter it. If you do not have one, tick the N/A box — failing to do either gets the application rejected. Date of birth must use the U.S. Month/Day/Year format. Applicants must be at least 18.

If you are applying from India: This is the line that matters most to you: tick N/A, then complete Form 8946. Write 15 August 1998 as 08/15/1998, never 15/08/1998.

The physical address where you normally reside outside the United States. An incomplete non-U.S. address gets the application rejected, and a P.O. box is rejected and returned outright.

Where to send a paper application

IRS Tax Professional PTIN Processing Center, PO Box 380638, San Antonio, TX 78268, USA. Allow six weeks for processing, plus international transit in both directions. Online, a PTIN is generally issued immediately — the IRS puts the whole application at about fifteen minutes.

Questions on a submitted application: +1 915-342-5655 from India (not toll-free), or 1-877-613-PTIN (7846) within the United States. Lines are open Monday to Friday, 8:00 a.m. to 5:00 p.m. U.S. Central time — from about 6:30 p.m. to 3:30 a.m. Indian time.

Renewal — the annual rhythm

A PTIN is not a one-time registration. It expires every 31 December no matter when it was issued, and the renewal window opens each mid-October. The good news for Form 8946 applicants: the document verification is a one-time exercise.

Every PTIN lapses on this date. Preparing a return for compensation on an expired PTIN can attract penalties.

The three-year cliff

Expired more than a full year? You must renew for each year you prepared returns or held EA status. Inactive or expired beyond three consecutive years and you start the registration afresh.

Studying, not yet practising?

You can place a PTIN into voluntary inactive status through your online account instead of paying each year, and reactivate it within three years. Weigh that against the three-year cliff above — for the sake of about nineteen dollars a year, most candidates simply keep renewing.

Where the PTIN sits in the EA pathway

There is no degree requirement, no accounting qualification requirement and no citizenship requirement to become an Enrolled Agent. There are four steps.

Tax compliance — all returns filed, nothing outstanding — plus a criminal background check. Then renew every three years with 72 hours of CE.

Exam logistics are in flux — check before you plan

Since 1 March 2026 the examination has been developed and administered by PSI Services rather than Prometric. Testing under PSI began rolling out from 1 July 2026, and the IRS has stated that scheduling and testing for international candidates was temporarily delayed, having been expected to open on 1 and 2 September 2026. Confirm the current position on the IRS Enrolled Agent news page and with PSI directly before you commit to a study timetable, and treat third-party claims about specific Indian test centres as unconfirmed until PSI publishes them.
